Born and raised in Los Angeles, CA., Harold roots in the unique culture of Los Angeles stretch far and wide.
For the past 20 years, Mr. Owens has specialized in the Entertainment, Legal and Medical communities in the field of addiction recovery. From 1993 to 1999 Mr. Owens was the Program Director of the Exodus Treatment Center and has served as a consultant for the State of California’s Impaired Physicians Program, implementing substance abuse treatment strategies for physicians who were either mandated to or volunteered to undergo substance abuse treatment. Mr. Owens also served as a consultant to the governments of Thailand and the Federated States of Micronesia where he was a participant in a program, funded by the World Health Organization, to compare models of substance abuse treatment utilized by foreign governments.
In 1999, Harold was hired by the MusiCares Foundation, the charity arm of the National Academy of Recording Arts & Sciences (GRAMMY Organization) As the Senior Director of the MusiCares/MAP Fund, he is responsible for the implementation of all aspects of its addiction recovery program, including treatment services, case management and provider contracts. He is also a frequent moderator and panelist at a number of music industry conferences that address the problems of addiction in the music and entertainment industries.
In October 2001, Harold received Official Certificates of Commendation from Mayor James Hahn, the Los Angeles County Board of Supervisors and the California State Senate for Outstanding Contributions and Service in the field of Addiction Recovery.
Harold is a 1974 graduate of Rutgers University, where he received his B.A. English, and in 1988 he completed the UCLA Alcohol & Drug Abuse Studies Program.
